ENGLEWOOD, Colo. – IHS (NYSE: IHS), a leading global source of critical information and insight, announced today that Midwest power generation sector leader We Energies has upgraded its IHS enterprise software platform to add capabilities that support compliance with the U.S. Environmental Protection Agency (EPA) Clean Air Interstate Rule (CAIR) for managing nitrogen oxides (NOx) and sulfur dioxide (SO2) emissions and allowances.

We Energies has implemented advanced IHS software that supports compliance with CAIR, which imposes limits on NOx and SO2 emissions, and requires organizations to purchase and manage allowances under the EPA Acid Rain Program (ARP). The system manages emissions at 10 generating facilities and more than 40 units, enabling managers and executives to quickly and easily track and manage seasonal and annual emissions, compliance status and allowance market transactions. We Energies has used IHS software since 2000 to streamline air emissions compliance.

“We are proud that a market leader like We Energies has selected IHS software as the best system on the market for addressing ever-growing challenges of CAIR and ARP compliance reporting,” said IHS Vice President-Environmental Solutions Scott Lockhart. “IHS software delivers unmatched capabilities for up-to-the-minute tracking and management of NOx and SO2 emissions and allowances.”

“Managing EPA-regulated emissions and allowances is a critical part of our operations. We have used IHS software for more than a decade to help minimize compliance risks and costs, and now this new system will play an important role in helping our company maintain an efficient and effective program for NOx and SO2 emissions management,” said Robert Greco, We Energies’ manager - air quality.

IHS software simplifies ARP and CAIR compliance by providing a wide array of key management capabilities, including:

    * Auditable Allowance Tracking - Provides auditable tracking of emission allowances and provides an independent check on the accuracy of the EPA registry.
    * Accounting Support - Delivers automated tools that support accounting best practices.
    * Allowance Budgeting - Establishes alternative allowance budgeting plans to support mid-year decision-making.
    * Consistent Business Processes - Allows the same business processes to be used across various regulatory programs, reducing costs and improving accuracy of transactions.
    * Reconciliation Management - Provides clear visibility into an organization’s end-of-year allowance reconciliation process with various allowance selection methods and automated methods to record retirement transactions to the EPA registry.
